About foreignpolicy.org.tr

On 23 September 2026, on the margins of the UN General Assembly, Recep Tayyip Erdoğan and Iraqi Prime Minister Ali al-Zaidi agreed that Turkish forces would gradually hand the Bashiqa-Zilkan camp near Mosul to the federal government. Most headlines treated this as a troop movement, which is too small a reading. Bases rarely become diplomatic problems because of their size; they do so because of what they symbolize. Bashiqa was established in December 2015 with roughly 600 Turkish personnel, officially to train local forces against ISIS, and for most of a decade it has been a sore point in Baghdad’s claim to sovereignty.
